
On October 3, 2025, community leaders, partners, neighborhood residents, and more gathered to celebrate the official groundbreaking of Crescendo, a new affordable housing development bringing 39 much-needed apartments to Kansas City’s Wendell Phillips neighborhood. Mayor Quinton Lucas spoke, and Congressman Emanuel Cleaver was in attendance.
Designed by Rosemann & Associates, P.C., the project is the result of a strong collaboration between Brinshore Development, the Urban Neighborhood Initiative (UNI), and BCM, LLC as general contractor.

Expanding Affordable Housing Options
The Crescendo development will feature 10 town-home-style, three-story buildings, transforming what is currently a wooded lot along Highland Avenue between 24th and 25th streets. The site includes one-, two-, and three-bedroom apartments with spacious floor plans ranging from 830 to 1,665 square feet, and a community center and offices to support residents.
The homes are designed to serve households earning between 30% and 80% of the area median income (AMI), making them an important addition to Kansas City’s ongoing efforts to provide safe, quality housing for families of all sizes.

A History of Impact
Brinshore Development, in partnership with UNI, has a strong track record of revitalizing Kansas City neighborhoods. Previous efforts include the Paseo Gateway initiative, which added about 300 affordable apartments near The Paseo and Independence Avenue, as well as a 62-unit development at the Samuel D. Rodgers Health Center.
Now, Crescendo continues to create new, affordable communities.
