Ribbon Cutting Marks Opening of Scott Manor, Phase I and Groundbreaking of Phase II, North St. Louis County
St. Louis, MO: Affordable housing is seeing real change in North St. Louis County with the opening of Scott Manor, the area’s finest newer mixed use, affordable senior independent living community at 2131 Chambers & New Halls Ferry Roads. Residents were recently welcomed into the beautiful facility. Essential to the North County area, this three-story, 42-unit, 2 bedroom / 1 bath development serves residents ages 55 and up. Ample community space is utilized for resident activities, services, and group meetings. Two commercial spaces with slightly under 2,000 square feet are available to lease.
Many sustainable features are incorporated into the apartment building, including energy-efficient design, water-efficient landscaping, and sustainable construction materials, all of which improves the project’s environmental performance and creates a healthier living environment. Site access design challenges were well coordinated by the entire design team to accommodate sufficient on-site parking for building residents, the commercial space for lease, and additional parking to assist visitor access at the adjacent church, Believers Temple Word Fellowship.
Residents enjoy the community clubhouse and all the amenities that surround it including:
- Large 1st floor community room with kitchen, sitting area with flat-screen and electric fireplace
- Generous 2nd floor community and activity room gathering spaces
- 3rd floor computer room and fitness spaces
- Dedicated space for service enriched programs geared towards improving the lives and welfare of the building tenants
- Accessible walkability to many local businesses providing vital community services
- Washer and dryers
- All electric units
- Water, sewer and trash included in rent
- On-site parking
- Video surveillance cameras and coded entry access
Scott Manor is the first phase of a master-planned development intended to transform a 10-acre site built on a former location of aging and underutilized single family homes, into a new and modern development, with the ability to better serve its surrounding community.
The community was designed and built by an expert project team including: Scott Manor, LP, Developer; Scott Manor GP, LLC, General Partner; Efficacy Consulting, LLC, Development Consultant; Roanoke Construction, General Contractor; Rosemann & Associates, P.C., Architects; Grimes Consulting, Inc., Civil Engineer; Optimal Engineering Solutions, Inc., Structural Engineer; Rosenblum Goldenhersh, Legal Counsel; Rubin Brown, Accounting Firm; and Sansone Group, Commercial Property Management Firm.
“Having the opportunity to work with this experienced, dedicated, and incredibly passionate Scott Manor Development & Design Team was a personal privilege. The ownership group, led by Kevin Buchek and Bishop Scott, were a humbling force to watch as they continually exemplified their true commitment to providing safe, service enriched, high quality affordable senior housing for their residents. Our staff here at Rosemann are proud to have contributed to this successful development that prioritizes providing amenity spaces aimed to allow residents to improve their quality of life and sense of community.” – Ryan Montana | PM – Rosemann & Associates, P.C.
This project would not have been possible without the strong support of St. Louis County as well as key funding in part by an allocation of Missouri and Federal Tax Credit Awards. This is the first partnership between St. Louis Equity Fund and developers Kevin Buchek with Roanoke Construction and Bishop Calvin Scott with Believers Temple Word Fellowship Church.
