East St. Louis, IL: The 7-story historic Broadview Hotel at 415 E. Broadway in Downtown East St. Louis is being redeveloped into The New Broadview, an affordable senior and veterans living apartment community. The venture is being funded by Rebuild Illinois, the state’s five-year statewide construction program. Efficacy Consulting, LLC, a North St. Louis based firm, and East St. Louis-based Community Lifeline will both undertake the building’s redevelopment.
The Broadview Hotel was completed nearly 100 years ago in 1927 and stood tall as the city’s largest and finest first hotel operating in East St. Louis and doubled as a regional and statewide convention and meeting venue. The structure was designed under the direction of Arthur J. Widmer for Widmer Engineering Company and exemplified the principles of Classical Revival design as well as modern urban hotel planning. The hotel operated in East St. Louis until the mid-1980s when Southern Illinois University took over the property and offered community and educational based programs.
In 2006, the building was turned over to the City of East St. Louis, where it has remained vacant until now. In December 2013, the building was listed in the National Register of Historic Places, allowing an opportunity for the developers to utilize Historic Tax Credits, which provides equity to help finance the redevelopment.
Rosemann’s design will include improvements to the historic building’s fabric in its public spaces for lobbies and activity spaces and will transform 129,831 total gross square feet and 7 total stories into 109 apartment units in a mix of 1- and 2-bedroom garden units and town homes, including accessible, adaptable, and visual and hearing-impaired units. The project also accommodates a home to a Transit Oriented District Senior Services Center providing community-based supports and services and a connection to resources for older adults including health and wellness programs, nutritional support, educational programs, and computer and information technology. The property sits approximately a block away from the Metrolink transportation center and ties downtown East St. Louis to other employment centers on both sides of the river.
