Ribbon Cutting Marks Opening of Scott Manor, Phase I and Groundbreaking of Phase II, North St. Louis County
A dual ceremony of the grand opening of Scott Manor, Phase I and the groundbreaking of Scott Manor, Phase II was held on a warm summer day last week to celebrate the progress of the master-planned development in North St. Louis County. The project continues to bring new momentum to a 10-acre site built on a former location of aging and underutilized single-family homes into a mixed use, affordable, independent senior living community located at Chambers & New Halls Ferry Roads. Residents were welcomed into Scott Manor, Phase I in January of 2021 – the property maintains a continuous wait list and is 100% occupied.
Rosemann & Associates, P.C. celebrated this exciting day together with members of the ownership team, as well as local community public officials and dignitaries. Developer partner Bishop Calvin Scott of BTWF Urban Initiative welcomed the guests and offered opening remarks. Current Scott Manor resident Jacqueline Richardson, 81, commented that she appreciates such quality housing where she can remain in her community and reside near her church. Developer Kevin Buchek of Oakland Group, LLC emphasized the importance of creating affordable housing that benefits the senior population in the north St. Louis County community. He recognized and thanked the many individuals who have played an important role in the movement of this development.
Ground has broken on a Scott Manor, Phase II, which delivers a 3-story modern building spanning approximately 51,762 SF with 14 one-bedroom units and 36 two-bedroom units for low-income seniors ages 62 and up. Forty-five units are restricted to occupation by households at or below 60% of area median income (5 market rate). Three fully accessible units and two audio and visual impairment accessible units are available. The building will meet Enterprise Green Communities specifications for energy efficiency towards lowering utility costs for resident and reducing housing cost burdens.

It is an honor to work with co-developers, Oakland Group, LLC and BTWF Urban Initiative, as they continually prioritize providing amenity spaces aimed at improving the quality of life of the residents and maintaining a sense of community.” said Rosemann’s architectural team member, John Williams.
Phase II’s exterior is cladded with split face masonry block in contrast with the bold red board and batten panels at the building bump outs. Contrasting lap siding is used in between each exterior bump out. A wide canopy is being installed at the main entry welcoming residents into the front lobby. The interior lobby opens into a large sitting area equipped with a central fireplace. Other amenities include a community space with a full kitchen on the first floor, fitness center, computer area, and additional community areas on upper floors.
Scott Manor, Phase II is made possible with the strong support of St. Louis County, as well as key funding in part by Missouri Housing Development Commission and the partnership between St. Louis Equity Fund, Inc., Sugar Creek Capital, Legacy Bank and Trust, and developers Oakland Group, LLC and BTWF Urban Initiative. The talented project team is a collaboration of general contractor, Roanoke Construction; architect, Rosemann & Associates, P.C.; structural engineer, KH Engineering Group; MEP, Custom Engineering, Inc.; civil, Grimes Consulting, Inc.; and commercial property management group, Sansone Group.
Construction of Scott Manor Senior Apartments, Phase II is scheduled for completion in the Spring of 2023.
